Before reading across a row A row compares what each group does on one criterion. It does not identify a winner, because the criteria are not weighted against each other — and eleven of the thirteen rows sit in a documented tension with another row.

Where each sub-model departs from its group

A sub-model inherits its group's thirteen readings. Listed here is only what changes — the specific mechanism, where it has been used, and the one economic and one social respect in which it differs. Full entries sit in the Model Catalogue.

What the matrix is, and what it is not

1 · Cells describe. They do not rate

No cell contains a value on a scale. Each states what the group actually does on that criterion, in the group's own terms. Two cells in the same row are not two positions on a line — they are two different things.

The second form cannot be summed. That is the point of it.

2 · Column order is an axis, not a ranking

Groups run from most state control released to least, because that is the dimension along which the mechanisms genuinely differ. Position carries no judgement. Reversing the order would change nothing about the readings.

3 · Implementation is stated, never implied

Each column header names the countries where that group's models have been implemented. Group M3 carries none — partnership structures are set out because they are available instruments, not because a programme has been found operating them on agricultural land. A reader should treat that column as a set of options to test, not as a record to rely on.

Improving one of these readings reliably degrades another. The overlay marks them. Reading a single row in isolation and selecting on it is the specific failure this matrix is built to prevent.
